State mandates expanding renewable energy certificate (REC) markets are creating incentives for new developments across the country. Much of the recent growth in the sector has been supported by state and federal incentives which are due to expire at the end of the year. As government funding opportunities dry up, some in the industry are concerned future growth could be jeopardized by financing hurdles as well as transmission constraints and regulatory uncertainty.
The rapid build out of solar energy in PJM has weighed down prices and many states have been considering changes to their regulations to offer new support to renewable developers. But recent record highs in the NEPOOL markets show they are still susceptible to perceived shortfalls and current prices could provide support for new facilities.
