, Former Pennsylvania Governor and Co- Chair, Building America’s Future

After 34 years of public service, including 24 years as an elected official, Governor Rendell continues to pursue many of the same issues he was passionate about while serving. His commitment to making America a cleaner, more efficient place and to fostering investment in our nation’s crumbling infrastructure is as strong as it has ever been. He has also remained heavily involved in the campaign for government efficiency and strategic cost cutting through his work with entities such as Government Sourcing Solutions and Public Financial Management.

Perhaps no other issue has been and continues to be as important to Governor Rendell as America’s dire need to rebuild and reinvest in its infrastructure. As Governor, Rendell worked with Mayor Michael Bloomberg and Governor Arnold Schwarzenegger to create an organization called “Building America’s Future.” The organization focuses on the need for a more significant investment in American infrastructure projects to ensure that America maintains its place as a global economic power. Governor Rendell currently serves as Co-Chair of the organization, along with Mike Bloomberg and former U.S. Transportation Secretary Ray LaHood, and travels throughout the country speaking about this issue.

In 2012, Governor Rendell penned his first book, A Nation of Wusses: How America’s Leaders Lost the Guts to Make Us Great. In A Nation of Wusses, Rendell chronicles his storied political career with his trademark candor while making a strong statement about the state of American leadership.

Rendell served two terms as Governor of Pennsylvania (2003-2011) and oversaw a budget of $28.3 billion as the chief executive of the nation’s 6th-most-populous state. As Governor, Rendell was committed to making government more responsible and responsive to the public’s needs, and he successfully cut wasteful spending and improved efficiency leading to savings of over $1 billion. His legislative agenda focused on commonsense political reform and putting progress ahead of partisanship. Through his unprecedented strategic investments, he energized Pennsylvania’s economy, revitalized communities, improved education, protected the environment, expanded access to health care to all children, and made affordable prescription drugs available to older Pennsylvanians.

During his two terms as Mayor of Philadelphia (1992-2000), Rendell eliminated a crippling deficit, balanced the City’s budget, and generated five consecutive budget surpluses. Philadelphia’s renaissance, which The New York Times called “the most stunning turnaround in recent urban history,” is largely attributed to his determination, inspiration, and energy.

Before serving as Mayor, Rendell was elected District Attorney of Philadelphia for two terms from 1978 through 1985. Rendell also served as Chairman of the Democratic National Committee during the 2000 Presidential election. He currently sits on several boards, supports multiple non-profit organizations and teaches government and politics courses at the University of Pennsylvania.

An Army veteran, he holds a B.A. from the University of Pennsylvania and a J.D. from Villanova Law School.

Austin Miller joined World Oil in 2012 as the Chief Operating Officer for the Refinery in South Gate and the Terminals located in the Cities of Long Beach and Vernon. He oversees the functions of connected business operations, positioning the company’s growth strategy, cultivating opportunities in new and existing customer markets, and growing demand for World Oil’s products and services. Before joining World Oil, Austin served as the Director and General Manager for Gardner Asphalt Corporation, where he facilitated the startup, terminal construction, product development, and promotion of a new business segment for the company concentrating on marketing paving asphalt. Austin began his career at Valero Energy Corporation, where he was responsible for supply and distribution for the second largest asphalt producer in the U.S. Austin holds a B.S. in Mathematics and a M.S. in Finance from the University of Texas, San Antonio.
Mo Rahman

Mo Rahman has 22 years of experience in asphalt materials industry since his undergraduate degree. He has specialized in construction materials, production / operations, evaluation / testing, quality control / quality assurance and managing QC lab. He is knowledgeable in liquid asphalt materials, engineering design and planning, operations, budget, department supervision, hot mix asphalt paving and building construction, soils / aggregate, asphalt and concrete mix design, sales & customer service, and solving customer complaints. He is also experienced in construction materials research and development, specification review, and working around roadway construction, asphalt, ready mix concrete and aggregate crushing plants.

Mo has worked for Granite Construction Company from 1997 to 2007 in various technical roles, from 2007 to 2012 he was with Cemex and ATC Group Services before starting working for Alon Asphalt Company in 2012. He currently works as Director of Technical Services and Chemical Purchasing.

He obtained a Bachelor’s of Science degree in Civil Engineering in 1995 and a Master’s of Science degree in Civil Engineering with emphasis in asphalt materials in 1997 from University of Nevada, Reno. He is a licensed professional engineer in Arizona, Utah and New Mexico.

He is active in local material producers’ (ARPA) technical committees for asphalt, ADOT/ASU pavement materials committee/conferences, Association of General Contractors (AGC), Asphalt Institute Technical Committees.

Abraham Garcia is Export Executive for bitumen in Cepsa. He is responsible of the bulk exports of Cepsa’s bitumen. With a Technical Engineering Degree and Master in Quality and Environmental Systems, he joined Cepsa in 2007 at the Technical Department, in charge of Customer Technical Assistance for cold and warm mixes (emulsions). In 2010, he took a position in the Sales Department, in charge of the central Spain area, and finally in 2012 he joins the Export team, initially in charge of North African market, and later, worldwide for bulk operations, being part of the Cepsa’s Asphalts Export expansion.

Laurand Lewandowski is currently the Director for Asphalt Innovation at Owens Corning Science and Technology, LLC. Prior to that Laurand spent four and half years at PRI Asphalt Technology, Inc. as Vice President of Business Development where he focused a variety of asphalt related areas. Laurand has over 24 years in the asphalt industry both from the technical and commercial sides of the business. He received his Ph.D. from the University of Akron in Polymer Science and currently lives in Newark, Ohio.

, Terminal Manager, Century Asphalt

Mr. Lee Received a BSc and a PhD in Chemistry from University of Oklahoma in research on the ‘Chemical Characterization of Asphalt.’ He taught synthesis courses before moving to industry in 1993 with Deepwater Chemicals, where he managed R&D and full-scale production.

In 1997, he went to work for GAF Roofing Materials, initially as Research Manager for Commercial Roofing, then as Manager of Asphalt Technology. Mr. Lee moved to Total Petrochemicals in 2001 in Asphalt R&D, eventually being promoted to Asphalt Business Manager in 2007. He now manages the asphalt terminal for Century Asphalt in Baytown Texas, a facility with more than 550K bbls storage. He has also served as a consultant.
Ross Poland

Ross is the Technical Service Manager for Baker Hughes’s Petroleum and Fuel Additives group. He joined the company in 2012 as a synthesis chemist for the Petroleum and Fuel Additives group and has spent most of his career working on development and technical support of H2S scavenging additives, primarily for asphalt applications. His other professional experiences in finished fuels include development projects in drag reducing additives and cold flow improver additives.

From 1990 to 1992, Gabriel worked as Polymer researcher at Mexican Petroleum Institute. He has been at Dynasol Elastomers since 1995 working at process department, research & development and, starting in 2008, in Technical Support in polymer modified asphalt subjects for all the customers in the American continent.

His training includes various Asphalt technical training courses at Asphalt Institute and Asphalt,Technology Resources Incorporated, USA, as well as training on Chemistry and Physics of elastomers at University of Akron. He has published technical papers at Energy & Fuels from American Chemical Society, Plastiques France and the Macro World Polymer Congress in France. He has participated in a number of international conferences at AMAAC Mexico, CONINFRA Brazil, CORASFALTOS Colombia & China Asphalt Summit, Euroasphalt & Eurobitumen at Istanbul Turkey

Gabriel graduated as an Industrial Chemist from the National University of Mexico (1990), then went on to obtain a Master on Polymer Science and Technology from the University Complutense in Madrid, Spain (1994). He received a spectroscopy specialist degree from the University of Tampico in Mexico (1996) and his degree as a Doctor of Chemical Engineering in a co-project from Madero Technological Institute Mexico and University of Texas at Austin (2003).

George is a managing director with FMI Capital Advisors, Inc., FMI Corporation’s investment banking subsidiary. He specializes in mergers and acquisitions and financial advisory services. George works regularly with companies in the construction materials industry (aggregate, hot-mix asphalt, ready-mixed concrete and concrete product producers) as well as contractors involved in road-building construction. He is a member of the National Asphalt Pavement Association, National Ready Mixed Concrete Association, National Stone, Sand & Gravel Association and the National Precast Concrete Association.

George’s thorough familiarity with the industry, as well as his many personal industry contacts, gives him the resources to assist clients in planning their exit strategies. George understands the need or confidentiality and the desire of many owners to provide an opportunity for the company to continue.

George also represents buyers. He assists in all stages of the buyout or merger, establishing the best acquisition criteria, screening, analyzing the candidates and ultimately facilitating purchase negotiations.

George maps out business continuation plans for clients, including management succession and ownership transfer considerations. This process often involves internal transactions between family members and/or key employees.

George holds both a Bachelor of Arts in economics and a Master of business administration from the University of North Carolina at Chapel Hill. George also holds a General Securities Representative license (Series 7) from the Securities and Exchange Commission and FINRA.

Jim Musselman is an Asphalt Performance Manager for Oldcastle Materials, a vertically integrated company that produces over 135 million tons of aggregate and 45 million tons of asphalt mixtures in North America annually. Prior to joining Oldcastle, Jim was the State Bituminous Materials Engineer for the Florida Department of Transportation. He has worked in the area of asphalt pavement materials and construction for over 32 years.

Jim has both a Bachelor’s and Master’s Degree in Civil Engineering from the University of Florida and is also a registered professional engineer in the State of Florida.

John Harper has over 25 years of construction management experience. Prior to joining the Company in 2002, he held several positions of increasing responsibility within Wiregrass Construction Company, Inc. ("WCC"), a wholly owned and indirect subsidiary of the Company, serving as Vice President of Estimating/Project Management and, most recently, President. An active member of several state and national highway construction organizations, John currently serves as the First Vice Chairman of the National Asphalt Pavement Association. John received a Bachelor of Science in Finance from Auburn University.

1999 – to current in QUIMI-KAO S.A. de C.V. (1st fatty amines and derivatives producer in Latin America, as part of Kao Corporation Japan) El Salto, Jalisco. México. Raymundo was in R & D technical research in the asphalt and asphalt emulsion area, technical service for customers in USA, Mexico and Latin America. He also served as R & D Superintendent and Kao Europe Leader of Asphalt group (Spain and Mexico) and was an exportation technical salesman (Asphalt Area)

He is a member of AMAAC (Mexican Association of Asphalt), and committee member of both HMA Technical and Asphalt Emulsions Technical.

Mr. Benitez served as Technical Vice-President for 2 years and currently is President.

Flávio Vianna has more than 20 years of experience in the Brazilian asphalt industry and serves as Co-CEO of GV Holding. In 2014, Mr. Vianna led the effort to create GV Holding; a holding company resulted from the merge of three Brazilian asphalt distribution companies and the major private held asphalt distribution company in Brazil. Mr. Vianna is advisor of VP Investimentos and member of the investment board of local Investment Funds that majorly support paving companies in Brazil. Mr. Vianna previously worked at Price Waterhouse as Senior Auditor, and participated on the auditing process of many major Brazilian companies. Mr. Vianna has a Bachelor degree in Economic Sciences from the University of Rio de Janeiro, UERJ, and lives in Rio de Janeiro, Brazil.

Dan Penovich is a 35 year veteran of the railcar leasing industry. He is president of Mitsui Rail Capital, LLC, a 50/50 joint venture between JA Mitsui Leasing, Ltd. and Mitsui and Co. Ltd. both located in Tokyo, Japan.

Dan’s previous work included 12 years at GATX Corporation where he led the North American Sales force and provided support for GATX’s international business development projects. Prior to GATX, he was employed by Union Tank Car for 15 years where he led commercial efforts in the Midwest region. He started his career in the rail car operating leasing business at North American Car Company.

In addition to his work experience Dan holds a Bachelor of Science in Marketing and Logistics from Indiana University and a Masters of Business Administration from Kellogg Graduate School of Management at Northwestern University.

Dan is an active member of the Chicago Traffic Club, New York Traffic Club, National Grain and Feed Association, North American Freight Car Association, Association of American Railroads and a number of other rail shipper organizations. He also has joined the Indiana University-Kelly School of Business Transportation Executive Board. The board’s goal is to promote careers in logistics and supply chain management to students at the Kelly School. Ultimately the board wants the University to establish a major in supply chain and logistics management.

Dan resides in the Chicago suburb of Naperville, Illinois with his wife Cindy and has two grown children, Mark and Laura.

Allen Smith is a member of Asphalt & Sourcing Alliance (ASA); a consulting firm focused on assisting manufacturers and refiners in sourcing, using or selling asphalt and other related raw materials.

Allen interacts with an extensive list of asphalt industry contacts and he is familiar with the major manufacturers, products, distribution channels, industry trends and competitive dynamics. He and his colleagues have conducted multiple asphalt market studies, workshops and surveys and he has presented on asphalt, asphalt roofing and related topics to industry groups in North America and Asia.

Over 30 years experience in civil engineering with emphasis on highway construction, materials engineering, marketing, education and technical team supervision.

Al’s current position is Technical Director of Specialty Products for Kleen Performance Products in the Dallas TX area.

Al has previous experience with Road Science, SemMaterials and Koch Materials. From 1999 to 2013 he was the Construction Quality Manager for Koch Performance Roads and Regional Field Engineering Leader for the branded products division at these companies.

Prior to joining Koch Materials in 1999, Al worked for 4 years as the Asphalt Institute Regional Field Engineer in Minnesota.

Al graduated from North Dakota State University in 1981 with a degree in Civil Engineering and is a licensed professional engineer in Minnesota

Javier is Managing Director of Ditecpesa Asphalt Products, which is one of the most important bitumen sellers and manufacturers of polymer modified bitumen and bitumen emulsions in Spain. He began his career in Ditecpesa’s technical department in 1997, and subsequently worked in the company’s industrial, financial and commercial departments before taking on his current role. Javier has also helped manage the purchase of asphalt products for Ditecpesa’s parent company Ferrovial for projects throughout the world, focusing on the technological development of pavements and associated environmental concerns. Javier has outstanding knowledge of the construction and operation facilities of asphalt products including bitumen terminals, polymer modified bitumen and emulsion plants. He is also has knowledge in climate change, content strategy and industrial health and safety.

Nasreen has more than 23 years of experience with the Americas and global asphalt markets. She is an expert in asphalt fundamentals, trend analysis, refining economics and pricing. Nasreen developed the Argus Asphalt Report eighteen years ago, which was the first international report on asphalt pricing in the world.

Nasreen recently developed the first Argus Asphalt Annual, a global report on asphalt supply/demand fundamentals showing regional shifts in trade and the outlook for 80 countries world-wide. The report is the most extensive and comprehensive report on the asphalt fundamentals in the industry.

Nasreen has done many asphalt consulting projects for overseas and domestic clients, including projects on market analysis, price analysis and sources of supply. She started all four global asphalt conferences at Argus and has chaired twenty-eight events. Nasreen has done numerous presentations and consulting projects on asphalt and written articles on fundamentals and market changes. She has spoken at association meetings, including the Canadian Technical Asphalt Association, National Asphalt Pavement Association, Asphalt Emulsion Manufacturers Association, World of Emulsions (France) and Road Pavement Forum (South Africa).

Before Argus, Nasreen worked in the asphalt group at Poten & Partners. Prior to Poten, she was business development & planning analyst at Phibro Energy. Her oil industry career started in the management development training program at Conoco (now ConocoPhillips) in the supply and distribution department.

Nasreen has an MBA and two Bachelor of Science degrees.

Anne Huber is a senior consultant for Argus with over 30 years of experience in the refining and petrochemical industries. Anne worked for Chevron Corporation and affiliated companies, starting her career at Chevron’s Pascagoula, Mississippi Refinery in engineering and planning, followed by roles in regional supply, distribution and trading. With Chevron Phillips Chemical, she managed benzene feedstock purchases and with Americas Styrenics Anne was supply chain manager for feedstocks and styrene. Ms. Huber is a graduate of Stanford University, with a Bachelor of Science in Civil Engineering.
