Jessica Dell

Jessica has been with Argus since October 2011. She is the US west coast bureau chief, based in San Francisco, and she covers the west coast refined products market. She has also edited Argus’ European Emissions Market report, focusing on carbon emissions pricing and analysis at the company’s London headquarters and edited Argus’ Biomass Markets report. Jessica holds degrees from the London School of Economics and the University of California, Berkeley.

Michael Ball is editor of Argus Air Daily, the leading source of pricing, news and analysis for the North American environmental markets. Michael joined Argus in 2003 and has been editor of Air Daily since 2012. He has covered wide range of state and federal environmental issues, including the development of California’s AB 32 legislation, US Environmental Protection Agency regulations such as the Clean Power Plan, and Clean Air Act cases before the US Supreme Court.
Derek Regal
Derek Regal, Sr. Manager, Fuels and Regulatory Issues, Andeavor

Mr. Derek Regal is the Senior Manager of Fuels and Regulatory Issues for Andeavor and has 35 years of domestic and international petroleum industry experience. At Tesoro, Regal works closely with the Environmental Protection Agency and with various states on fuels regulatory policy. He serves as a voting member for the fuels committee of the American Fuels and Petrochemical Manufacturers and is the chairman of the Pacific Northwest fuels committee of the Western States Petroleum Association. He is also a member of the National Council of Weights and Measures on the Fuels and Lubricant subcommittee and is a voting member of the American Society for Testing and Materials for gasoline and diesel specifications.

In addition to work at Tesoro, Regal is a senior member of the American Society Quality (ASQ) and is certified by ASQ as a Manager of Quality and Organizational Excellence. Over the years he has served on multiple technical committees and working groups. He has also held various board positions including Utah Manufacturers Association, Utah Junior Achievement, Senior Board of Examiners of the National Institute of Standards and Technology Malcomb Baldrige National Quality Award and currently sits on the Board of Advisors of the Fuels Institute.

Regal holds an Electrical Engineering degree from Purdue University, as well as a Master’s in Business Administration from Indiana University.
Xantha Bruso, Manager, Long-Term Energy Policy for Energy Procurement, PG&E
Xantha Bruso, Manager, GHG Strategy and Policy Analytics, Grid Integration and Innovation, PG&E

Xantha Bruso is a Manager, GHG Strategy and Policy Analytics, Grid Integration and Innovation, in PG&E’s Energy Procurement department. She analyzes and advocates on climate change and energy policy, and supports PG&E’s implementation of AB 32. Her current projects involve analyzing the impacts of the US EPA’s Clean Power Plan on states in the western electricity market in light of California’s plans for ambitious
post-2020 GHG emission reductions.

In previous positions at PG&E, Xantha established PG&E’s process to procure GHG allowances and offset credits; conducted PG&E’s voluntary GHG reporting; developed business and policy initiatives on carbon offsets, biomethane, and solar power for low-income customers; advised start-ups on commercializing emerging renewable energy technologies, and supported the
implementation of the California Solar Initiative. Prior to PG&E, Xantha was an environmental mediator at Concur, a Berkeley-based consulting firm, where she mediated science-based disputes and conducted policy analysis and strategic planning on natural resource and development issues.

Xantha has also worked in environmental and economic consulting, on projects ranging from hazardous waste remediation to urban redevelopment. Xantha earned a BA in Geography and Asian Studies from Dartmouth College, a Master in City Planning degree from MIT, and a MBA from the Presidio Graduate School. She lives in the San Francisco Bay Area with her husband and two sons.

Katie serves as Managing Director of IETA, the global business voice for the intersection of markets and climate change. On behalf of IETA’s 150+ business members, Katie leads efforts to inform climate policy & market design across The Americas and Asia-Pacific. She also manages IETA’s growing work on international aviation and financial instruments to scale “clean” private capital. Katie’s a member of University of Toronto’s Environmental Finance Committee, Ivey Foundation’s Climate Advisory Committee, and the Climate Advisory Group to Ontario’s Minister of Environment & Climate Change. She also serves as Board Member to the newly-launched International Carbon Capture & Storage (CCS) Knowledge Centre. Prior to IETA, Katie worked as a Senior Associate for ICF International. She holds a Masters with Distinction in Environmental Policy & Development from Sussex University.
