Leading energy and commodity price and information service Argus held its fifth Argus Russian Crude Market international conference in Moscow on 25 June 2015 with the support of Russian oil pipeline operator Transneft. The conference agenda included a round-table session for discussion of current transfer pricing issues.
The event was attended by representatives of the Russian Federal Tax Service, Rosneft, Novatek, Tatneft, Lukoil, Shell and other large Russian and international oil companies. The speakers included officers from the key Russian ministries, executives from the largest Russian oil companies, analysts and experts from leading trading companies.
Conference attendees showed high interest in the reports presented by Transneft’s deputy vice-president and head of its transport department, Igor Katsal, and VYGON Consulting chief economist Sergei Yezhov. Presentations on the ESPO Blend market and the outlook for crude demand in China delivered by Argus vice-president for crude and LPG in the Middle East and Asia-Pacific, Alejandro Barbajosa, and Argus senior analyst Nick Mai were also of particular interest.
Vladimir Golishevsky, the head of the transfer pricing department at the Russian Federal Tax Service, delivered a report within the framework of the round-table discussion. During the session, conference participants considered the approaches of oil companies to pricing in Russia’s domestic market as well as sources of price information used by regulators for control over deals under the transfer pricing law.
