IOC Pasadena restarts after month-long closure
Major fertilizer producer Interoceanic Corp (IOC) resumed operations nearly a month after Hurricane Beryl rolled through Texas.
The plant restarted earlier this week, allowing the company to reenter the ammonium sulfate market. IOC has offered limited volumes at $335/st fot St Louis, according to market participants.
The Pasadena, Texas, facility had been off line since 8 July because of Hurricane Beryl, which damaged the facility and caused the extended outage. IOC issued a force majeure to its partners in the weeks following the storm.

London, 6 September (Argus) — Kazakh sulphur delivered to sea ports along the Russian rail network fell by 3pc in August, reflecting maintenance at the Tengiz oil field, Russian rail data show. Rail deliveries from Tengiz dropped by 23pc on the month to 155,000t, with 133,000t heading to Russia's Baltic port of Ust Luga, and 22,000t to Georgia's Black Sea port of Batumi. Operator TCO said on 3 September that it has completed annual Tengiz maintenance . The month-long work was carried out on two of five production trains. But sulphur output from Kazakhstan's Kashagan oil field rose in August, with rail deliveries up by 19pc, at 219,000t. Some 119,000t was sent to Ust-Luga, and 61,000t to Taman, 35,000t to Kavkaz and 4,000t to Batumi — all on the Black Sea. Kashagan will undergo three-four weeks maintenance from around 1 October, which will lead to lower sulphur output. London, 6 September (Argus) — Indian fertilizer importer Fact has received offers of two 25,000t cargoes from a trading firm against its most recent tender to buy 15-15-15. But price offers have yet to be opened. The tender — which was a reissue — closed on 5 September . Fact sought two 18,000-25,000t lots of 15-15-15 — inclusive of quantity tolerances — and arrival at discharge ports on or before 10 November. It requested delivery of one cargo to Kakinada and the other to Tuticorin, both on India's east coast. Fact received no offers against its initial 15-15-15 tender , which closed on 9 August. London, 5 September (Argus) — Libyan state-owned sulphur producer NOC issued a spot tender offering an 8,000t +/- 10pc granular sulphur cargo for September lifting. The tender is for tonnes loading at Mellitah port on 22-24 September, closing on Monday 9 September at 12:00 local time (10:00 GMT), with bids to remain valid until 10 September. Libyan sulphur is often delivered to end-users in Egypt, given the proximity of the two countries and consequent freight advantage. That said, Egyptian consumers have been comfortable with stock levels in recent weeks with supply sourced primarily from Russia at a lower price compared with Libyan tonnes and Mediterranean sulphur. Adds table and breakdown of tender acceptances Amsterdam, 4 September (Argus) — Indian fertilizer importer NFL is in line to buy up to 1.17mn t of urea under its 29 August tender. For the east coast, 10 firms appear to have agreed to supply just over 730,000t of urea, while two suppliers have committed to delivering 440,000t to the west coast. Suppliers had until 16:00 IST (11:30 BST) today to accept NFL's counter of $340/t cfr west coast and $349.88/t cfr east coast. Ameropa submitted the initial lowest offer of $349.88/t cfr and is set to ship the most to the east coast, at just over 136,000t. Aditya Birla and Sun International have accepted 100,000t and 95,000t, respectively. The full breakdown of acceptances is listed in the table below. Meanwhile, Fertistream has accepted 40,000t of urea for the west coast, and OQ will ship 400,000t to the west coast after it submitted the lowest offer at $340/t cfr. The prices are set to weigh most heavily on Russian fob prices, with east-of-Suez origins less affected. Netbacks from India broadly reflect urea in the mid-$280s to $290/t fob Baltic spanning both coasts, marking a sharp drop from prices for prilled urea at $295-310/t fob last week. Prices out of the Middle East equate to $323-330/t fob for both coasts, a slight softening from last week's price of $325-335/t fob. Potential southeast Asian netbacks would be around $325/t fob to the east coast, if accepted, down from the granular urea assessment of $330-335/t fob last week.
