Argus Far East Bunkering 2015

Argus held its first Argus Far East Bunkering conference in Vladivostok, Russia on 14-15 October.

The event was supported by the Russian far east development ministry and international bunker industry association IBIA. The title partner Niko Group, specializes in bunkering at Russian far east ports. Other partners included bunkering companies IBS and Nayada.

Over 80 delegates from Russia, China, Singapore, South Korea, Japan, UAE, Denmark, Ireland and Switzerland discussed bunker market trends and issues in the Russian far east and other regions.

Participants included Russian and foreign suppliers of bunker fuel, international trading companies, terminal operators, shipping agents, federal and regional officials — RN-Bunker, Mitsui & Co Petroleum, Gazpromneft Marine Bunker, Dan-Bunkering, Fesco-Bunker, Bomin Bunker Oil, Bashneft, World Fuel Services, Peninsula Petroleum, Cockett Marine Oil and others.

In his opening remarks Niko-Bunker’s strategic planning and development director Iliya Shapovalov said he hoped the conference would become an annual event.

Conference participants forecast growth in the region despite a decline in bunker fuel sales in Primorsky krai this year.

Regional bunkering companies are facing new challenges as a result of changes to international fuel quality standards. Rosneft’s Andrei Gorodov presented plans for the launch of a new ecological fuel at the Komsomolsk refinery. Presentations from Alexander Bedai, account manager at Veritas Petroleum, and Olga Permyakova, test laboratory manager at Petroleum Analysts (Saybolt), also focused on fuel specifications.

On the 2nd day, delegates discussed infrastructure development in Primorsky krai. Denis Kalchugin, head of the commercial department at Pacific Investment, delivered a presentation on creating an international sea trade port in Slavyanka in collaboration with Chinese investors and spoke about the development prospects for roadstead transshipment complexes.

In the afternoon delegates visited Niko-Oil Dv’s products terminal.

Argus is planning to host the next Far East bunkering conference in Vladivostok in 2016.
