Richard has many years of experience in the air pollution field and has been with the California Air Resources Board for more than 30 years. His team of over 1,700 professional managers and staff are responsible for a broad range of programmes including those concerning fuels, climate, incentives and air toxics. Some of the key programmes that his team is responsible for implementing include the low-carbon fuel standard, cap-and-trade regulation, measures and incentives to reduce emissions from a variety of goods movement sources, including port trucking, transport refrigeration units, cargo handling operations, maritime operations, rail-related goods movement and measures to reduce emissions from stationary and portable diesel engines, as well as a number of strategies to reduce toxic air contaminants from a wide variety of sources. Richard has an undergraduate degree in Environmental Toxicology and holds a Master of Business Administration from the University of California, Davis.

Appointed by California governor Gavin Newsom in January, Jared has more than 25 years of environmental policy and management experience. He served under former president Barack Obama as regional administrator of the US Environmental Protection Agency for the Pacific Southwest region and was director of San Francisco’s Department of Environment. Before government service, Jared led international campaigns for non-governmental organisations, including the International Fund for Animal Welfare and Natural Resource Defense Council. He graduated from the Cambridge College of Arts and Technology and has law degrees from the University of London and University of California, Berkeley, School of Law. Jared also hosts an award-winning podcast on environmental topics called Podship Earth.

Craig Ebert serves as the President of the Climate Action Reserve where he is responsible for ensuring that the organization’s activities meet the highest standards for quality, transparency and environmental integrity. He oversees the organization’s continued leadership and commitment to ensuring offsets are a trusted and powerful economic tool for reducing emissions. In his role, he also leads the organization in identifying and entering into other opportunities that build upon its knowledge and expertise and further its work under its mission and vision. This includes the Climate ForwardTM program, encouraging companies to earn ex ante credits by mitigating emissions today from any future investments. Another major initiative Craig oversees is the Reserve’s Climate Impact ScoreTM program, which quantifies the climate impact of financial investments. During his career, Craig has helped create the foundations for international, national and state policies to address climate change. He supported U.S. negotiations on international climate change agreements, including negotiations leading up to the creation and signing of the Kyoto Protocol, and helped develop the Clean Development Mechanism (CDM) and Joint Implementation (JI) provisions under the protocol. Craig’s work also involved pioneering efforts on carbon accounting principles and methodologies. He served as the technical director of Estimation of Greenhouse Gas Emissions and Sinks, which was adopted by the IPCC as its GHG Inventory Programme, and was a key architect behind the development of the official U.S. national GHG inventory to meet commitments under the UNFCCC. Prior to joining the Reserve, Craig advised the Western Climate Initiative (WCI) and served at ICF for nearly 34 years.

Monique Nobert has an extensive career in the oil refining business working for Suncor Energy in several of their refineries and offices located throughout Canada. In 2003, Tyson started with one truck, developed the market, raised capital, built a cooking oil collection network, built a refinery to transform it into ultra-low carbon biodiesel, plus a network of biodiesel fuel stations to sell it. In 2005, SeQuential opened its first station selling biodiesel to the public and partnered with Pacific Biodiesel to open its first refinery. SeQuential has grown to be a premium biodiesel brand in the Pacific northwest with $60mn in sales, 200+ people in 12 locations and 85 retailers with industry leading profit margins. Tyson has played the lead role in the post-acquisition integration of former company SeQuential and acquiring company Crimson in California and the Pacific northwest. Crimson Renewable Energy Holdings currently produces over 45mn USG/yr of biodiesel and is one of the most profitable biodiesel businesses in the country on a per gallon basis. Tyson has been a member and chair of the board of directors of the California Advanced Biofuels Association since 2016 and a member for rendering industry on the advisory board of the California Department of Food and Agriculture in 2016-21.
