Стоимость перевозки наливных грузов из портов Черного и Балтийского морей танкерами различного типоразмера существенно выросла после начала Россией специальной военной операции в четверг.
Стоимость транспортировки Юралс партиями по 135 тыс. т и 80 тыс. т из портов Черного моря в Средиземноморье в этот день составила 100 и 150 пунктов по Международной фрахтовой шкале Worldscale (WS), или $9,54/т и $14,31/т, тогда как еще накануне такие перевозки оценивалась в WS72,50 ($6,92/т) и WS115 ($10,97/т).
«Грузовые операции в Черном море в четверг продолжались. Из-за сложной ситуации лишь некоторые судовладельцы сейчас соглашаются на направление своих танкеров в черноморские порты — и только c повышенной ставкой фрахта, а многие — вовсе не соглашаются», — прокомментировал ситуацию один из брокеров.
Фрахт судов для перевозки партий светлых нефтепродуктов по 30 тыс. т из портов Черного моря в Средиземноморье к 24 февраля увеличился до WS200 ($19,24/т) с WS150 ($14,43/т) — днем ранее. Участники рынка ожидают сохранения крайней неопределенности на фрахтовом рынке Черного моря в ближайшее время, и многие из них по возможности переносят даты погрузки. «Ни объемов, ни судов в регионе Черного моря почти нет. Те компании, которые сейчас грузятся, выполняют раннее заключенные контракты», — отметил один из участников рынка.
Стоимость аренды танкеров для транспортировки нефти и нефтепродуктов из Балтийского моря в Северо-Западную Европу (СЗЕ) также значительно возросла в последние дни. Судовладельцы, которые соглашаются на грузовые работы в российских портах Балтийского моря, сдают свои суда в аренду по высоким ставкам из-за санкционных рисков, сообщили участники рынка.
Так, стоимость морской транспортировки партий Юралс по 100 тыс. т из Приморска в СЗЕ в четверг выросла сразу на WS200 по сравнению с предыдущим днем, до WS300 — максимального уровня с 27 декабря 2006 г., по данным Argus. Перевозка партий по 30 тыс. т светлых нефтепродуктов из Балтийского моря в СЗЕ возросла до WS180 ($27,59/т) с WS140 ($21,46/т) — днем ранее.
Участники рынка отмечают также высокие цены на бункерное топливо в портах Черного и Балтийского моря, что увеличивает расходы судовладельцев. Бункерный мазут с содержанием серы до 0,5% (VLSFO) и судовое маловязкое топливо (MGO) с содержанием серы до 0,1% в четверг стоили $630/т и $787,50/т (dob Новороссийск), тогда как в еще начале года — $547,50/т и $687,50/т (dob Новороссийск) соответственно, по данным Argus.
На Балтике VLSFO и бункерное топливо ECA с содержанием серы до 0,1% подорожали до $622,50/т и $692,50/т (dob Санкт-Петербург) с $550/т и $592,50/т (dob Санкт-Петербург) в начале года соответственно. Цена на MGO с содержанием серы до 0,1% за аналогичный период увеличилась на $120/т, до $785/т (dob Санкт-Петербург), по данным Argus.

Calcasieu's 136,000 b/d refinery in Lake Charles, Louisiana, was unaffected by the storm and operations are normal, the refiner said. Marathon Petroleum declined to comment on operations at its 593,000 b/d Galveston Bay refinery. Valero, LyondellBasell, Pemex, Total and Citgo did not immediately respond to requests for comment on operations at their refineries in the Houston area, Port Arthur and Lake Charles. A roughly eight-mile portion of the Houston Ship Channel from the Sidney Sherman Bridge to Greens Bayou closed from 9pm ET 16 May to 1am ET today when two ships brokeaway from their moorings, and officials looked in a potential fuel oil spill, according to the US Coast Guard. The portion that closed provides access to Valero's 215,000 b/d Houston refinery, LyondellBasell's 264,000 b/d Houston refinery and Chevron's Pasadena refinery. Emissions filings with the Texas Commission on Environmental Quality (TCEQ) are yet to indicate the extent of any flaring and disruption to operations in the Houston area Thursday evening, but will likely be reported later Friday and over the weekend. Gulf coast refiners ran their plants at average utilization rates of 93pc in the week ended 10 May, according to the Energy Information Administration (EIA), up by two percentage points from the prior week as the industry heads into the late-May Memorial Day weekend and beginning of peak summer driving season. The next EIA data release on 22 May will likely reveal any dip in Gulf coast refinery throughputs resulting from the storm. Sao Paulo, 17 May (Argus) — Natural gas supply in Brazil's Rio Grande do Sul had to be redistributed because of the historic floods in the state, with diesel potentially making its way back as an power plant fuel to leave more gas available for LPG production. Gasbol, the natural gas transportation pipeline that supplies Brazil's south, does not have capacity to meet demand from the 201,000 b/d Alberto Pasqualini refinery (Refap), state-controlled Petrobras' Canoas thermal power plant and natural gas distributors in the region, according to Petrobras' then-chief executive Jean Paul Prates said earlier this week. The Santa Catarina state gas distributor has adjusted its own local network to meet peak demand in neighboring Rio Grande do Sul via the pipeline transportation network. The Canoas thermal plant is running at its minimum generation at 150GW, with 61pc coming from its gas turbine. The plant was brought on line to reinstate proper power supply after transmission lines in the south were affected by the floods. Petrobras plans to use a diesel engine to increase power generation. The current approved fuel cost (CVU) for diesel in the Canoas plant is of R1,115.29/MWh. Petrobras is also operating Refap at 59pc of its maximum installed capacity, at 119,506 b/d. Heavy showers in Rio Grande do Sul since 29 April brought unprecedented flooding to the state, causing a humanitarian crisis and infrastructure damage. The extreme weather has left 154 people dead, 98 missing and over 540,000 people displaced, according to the state's civil defense. Houston, 17 May (Argus) — The Houston Ship Channel reopened to all traffic around 1am ET Friday after strong storms closed a portion of the waterway late Thursday, according to the US Coast Guard. A roughly eight-mile portion of the Houston Ship Channel from the Sidney Sherman Bridge to Greens Bayou closed from 9pm ET to 1am ET due to two ship breakaways and a probe into a potential fuel oil spill, the Coast Guard said. That span of the channel offers access to Chevron's 112,000 b/d Pasadena refinery, Valero's 215,000 b/d Houston refinery and LyondellBasell's 264,000 b/d Houston refinery, as well as Targa's Galena Park LPG marine terminal and Kinder Morgan's refined product terminal in Galena Park. A storm brought winds up to 74mph to the Houston area on Thursday night, according to the US National Weather Service.
