The GHG quota system (THG-Quote, Treibhausgasminderungsquote) is Germany’s main market-based mechanism for reducing GHG emissions from transport fuels. It obliges companies that place gasoline and diesel on the German market to reduce the carbon intensity of those fuels by a defined percentage each year.
If a fossil fuel supplier (obligated party) cannot achieve its required reduction internally, it can buy credits from credit generators. This creates a market price for GHG savings, often referred to as the GHG quota price.
GHG quota can be generated by electric vehicle (EV) charging (including private EVs through aggregators), biomethane used in transport, advanced biofuels, renewable hydrogen and other low-carbon fuels.
