EU allows Bulgaria to allocate free EU ETS permits

The European Commission has granted permission for Bulgaria to distribute free EU emissions trading scheme (ETS) allowances to the country's power generators for 2013 emissions.

The commission yesterday accepted Bulgaria’s national allocation table, which details distribution of just over 11mn allowances for power generators for 2013 emissions. The country’s government is able to issue these allowances from today.

Eight EU member states have taken advantage of a derogation allowing their power generators to receive free EU ETS allowances. Most EU power generators do not receive free allowances under the rules of the current EU ETS phase 3 (2013-20). The derogation allows some countries to receive free allowances for a transitional period ending in 2019, in order to modernise their power sectors.

The commission approved issuance to Cyprus, Estonia, Poland and Romania two weeks ago, the Czech Republic in January and Hungary in November last year. Only Lithuania is still awaiting commission approval to issue its free allowances for the sector. In total, the eight member states have asked permission to issue around 133.3mn allowances free of charge to power generators for 2013 emissions.
