Exxon Baton Rouge, Marathon Garyville wrap restarts

The two largest refineries in Louisiana have resumed normal operations after going offline because of Hurricane Ida at the end of August.

ExxonMobil's 500,000 b/d Baton Rouge refinery has completed restart procedures and is operating as normal, the company told Argus today. The Baton Rouge facility was the first shut-in refinery in Louisiana to announce a restart after Ida's landfall on 29 August, but has had challenges accessing reliable power and crude feedstocks in ensuing weeks.

The refinery was granted a second loan of 1.5mn bl of crude from the US Strategic Petroleum Reserve (SPR), a sign that crude access remained restricted as Baton Rouge restarted units.

The largest refinery in Louisiana, Marathon Petroleum's 565,000 b/d Garyville site, has also achieved a "successful restart" after securing reliable power, the company told Argus today.

Garyville is one of two refineries in Louisiana being monitored closely by the US Environmental Protection Agency for signs of increased emissions after sustaining damage during Hurricane Ida.

Phillips 66's 250,000 b/d Alliance Refinery, Valero's 215,000 b/d St Charles Refinery and Valero's 135,000 b/d Meraux facility remain shut in with no timeline for restart. Shell's 250,000 b/d Norco refinery is also offline, flaring heavily with no recovery timeline announced. PBF Energy expects its 190,000 b/d Chalmette refinery to resume operations in the week of 13 September.
