Brazil debates new free power market rules

Brazil's mines and energy ministry has authorized a public consultation until 26 August to determine rules for the opening of the industrial power market.

Market participants are being asked to send suggestions about the maximum power load allowed for consumers in bilateral contracts. The power market's liberalization will allow all industrial consumers to choose their power suppliers beginning 1 January 2024, instead of relying on a regulated government-appointed supplier.

Currently, only consumers with a power load above 1,000kW and 69kV voltage can access the free market.

The proposal states that the power load cap will be reduced to 500kW beginning 1 January 2023 and zeroed from 2024 onward.

Retail agents will represent the consumers who migrate to the free power market in Brazil's power clearinghouse CCEE.
