UK amends RTFO, SAF mandate multiple incentives rules

The UK government will extend provisions that prevent renewable fuels previously counted towards any renewables' targets from receiving reward under the national Renewable Transport Fuel Obligation (RTFO).

The rules that currently apply to fuels from the UK and the European Economic Area (EEA) will be extended to fuels supplied from the rest of the world.

London will remove reference to tax-related support from the RTFO's definition of a support scheme, as proposed earlier this year. The UK's Trade Remedies Authority (TRA) will continue to investigate international unfair trading practices.

Under a revised definition, 'support scheme' is described as any "instrument, scheme or mechanism that promotes the use of energy from renewable sources," including, for example, renewable fuel obligations. But it excludes "investment aid, tax exemptions or reductions and tax refunds."

The change will be implemented for the RTFO and the national sustainable aviation fuel (SAF) mandate and will come into effect from 1 January 2025.

The multiple incentives rules for the RTFO and the SAF mandate apply to renewable fuels and chemical precursors. The government does not intend to regulate feedstocks, including the claim of agricultural subsidies for these under the mandates, the UK transport department said.
