London, 1 September (Argus) — Shell will build a 180,000 t/yr lubricants plant in the Tver region of Russia, northwest of Moscow. Commercial operations are expected to begin by the end of next year.
The plant will supply the domestic market with motor and transport oils, along with industrial lubricants, but could expand to supply neighbouring countries, Shell said.
