<article><p class="lead">Brazilian power clearinghouse CCEE has flagged 11 of the 17 winning plants from last year's October emergency power auction for not starting operations on schedule or not meeting their contracted capacity.</p><p>CCEE notified the plants for being more than 90 days behind the stipulated deadline to deliver the contracted power, giving them 15 business days to remedy the situation. </p><p>If the plants do not come online with their full contracted capacity in that time, the auction's rules allow electricity regulator Aneel to cancel the contracts.</p><p>Turkish Karpowership's four floating power plants, which had their installation <a href="http://direct.argusmedia.com/newsandanalysis/article/2354798">suspended by a court</a> last week for not meeting environmental impact studies requirements, are among the notified plants.</p><p class="bylines">By Rebecca Gompertz</p></article>
