Lawrence Navin is the Executive Vice President of MI, leading the organisation’s engagement across the Americas, while working closely with MI’s teams in Europe and Asia to support global policy, market development, and industry alignment. His work covers green shipping corridors, maritime infrastructure development, Methanol-to-Jet pathways for sustainable aviation fuel, as well as strategic engagement with government agencies, industry stakeholders, and international bodies to advance methanol as an energy resource and alternative fuel. Since joining MI in 2013, Lawrence has held several leadership roles across government affairs, communications, and public policy, helping shape regulatory frameworks and build coalitions across the maritime, energy, and aviation sectors. Before joining the Institute, he worked with the U.S. Chamber of Commerce's US-India Business Council, the U.S. Department of Commerce, the Overseas Private Investment Corporation (OPIC), and the U.S. Senate. He holds a BA in International Relations from the University of Delaware and an MA in International Commerce and Policy from George Mason University.
Tim Urban leads the tax policy practice at Bracewell’s Policy Resolution Group. He is an experienced tax lobbyist who has advocated for clients on every major tax bill introduced in Congress over the past 20 years. Tim represents companies on business tax issues, extension of temporary tax provisions and federal tax policies within the energy sector. Drawing on his two decades at a “Big Four” accounting firm’s tax policy group, Tim’s work has spanned the breadth of the energy world. He has coordinated ad hoc coalitions of taxpayers pursuing extension of temporary tax provisions, and sector-wide groups of Washington-based energy trade associations. He has represented companies on tax issues affecting conventional energy companies; production credits for electricity from renewable resources; investment incentives for purchases of renewable energy plant property, and production and blending tax credits for biofuels including biodiesel and cellulosic ethanol. Tim previously served as the Committee on Ways and Means Staff Associate for a member of the House tax-writing committee. In that capacity he advised on tax, trade, pension and health policy issues; created and implemented an annual tax legislative agendas; drafted legislation and related materials; and coordinated closely with Committee and Joint Committee staff.
Eladio Peñaloza, PhD, is Maritime Policy Consultant to the U.S. Grains & BioProducts Council (USGBC), advising its global maritime program on the policy, regulatory, stakeholder, and project-development pathways. A former Permanent Representative of Panama to the International Maritime Organization (IMO), Dr. Peñaloza has also consulted for IMO and other United Nations agencies, supporting sustainable maritime transport, marine environmental protection and MARPOL Annex VI implementation across Latin America and the Caribbean. He previously led the IMO/EU-funded Maritime Technology Cooperation Centre for Latin America, advancing regional capacity building, ship energy efficiency and emissions reduction. He currently advises the Council on ethanol’s potential as an emerging alcohol-based alternative marine fuel.
During a 30-year career in the energy industry, Bill has held senior roles in the private sector, government, and NGOs. Bill serves AJW clients as a strategic co-lead for our Energy Transition practice. He applies his passion for harnessing private sector innovation to solve policy challenges to create growth strategies and investment opportunities. Bill’s private sector experience includes: *Serving as the President of NLC Energy LLC, a biomethane developer and operator *Leading a distributed energy investment and acquisition group as Vice President of Strategic Initiatives for the Commercial Business Unit of Duke Energy *Leading the Corporate Strategy and M&A group for Cinergy Corp. *Structuring carbon investment vehicles and clean energy investments for a Wall Street boutique investment firm *Managing environmental compliance and environmental markets as Vice President of Environment of Cinergy Corp. *Twice running Federal Government Affairs Offices for energy companies (Cinergy Corp. and Duke Energy) *Serving as President of the Center for Clean Air Policy, a nonprofit that provides advice to developing countries on climate strategy and energy transformation. Bill’s government experience includes serving as minority counsel to the House Committee on Energy and Commerce. Before working for Congress, he served first as a Senior Counsel and then as a Senior Policy Advisor at the U.S. Environmental Protection Agency, Office of Air and Radiation.
Cassidy Fisher is the Joint Innovation Program Director for Washington Maritime Blue, a non-profit, strategic alliance formed to accelerate innovation and sustainability in support of an equitable and inclusive Blue Economy. Cassidy supports members and partner organizations as a convener and facilitator to seed, support, and lead strategic initiatives, collaboratives, and Joint Innovation Projects that drive early-stage market development and technologies to commercialization through a collaborative and whole systems design-process. Her portfolio has focused primarily on maritime decarbonization, offshore renewable energy activities, and exploration of the emerging West Coast seaweed market. This has included launching the Sustainable Maritime Fuels Collaborative to accelerate deployment of clean fuels for maritime in the PNW, establishing the Blue Wind offshore wind supply chain Collaborative to facilitate Washington’s role in the West Coast and Floating offshore wind supply chain, and supporting projects aimed at port and vessel decarbonization and Washington seaweed market advancement. With a background in mechanical engineering, she joined Maritime Blue in March 2022. Previously she worked in the renewable energy industry where she led engineering teams and worked with developers on projects working to reduce greenhouse gas emissions through landfill gas and biogas collection, control, and conversion to energy.
