India extends BIS deadline for PVC imports to June 2025

India has again extended the implementation of Bureau of Indian Standards (BIS) quality controls for polyvinyl chloride (PVC) imports into India to 24 June 2025, from 24 December 2024.

This is the second extension, with India's Department of Chemicals and Petrochemicals (DCP) submitting the original implementation date for 26 August 2024. This was later extended to 24 December 2024, following several reported delays in obtaining BIS certification among global PVC producers.

There are currently 14 PVC homopolymer production units outside of India that are currently listed as being BIS certified. Other key PVC exporters in southeast Asia have already conducted audits with BIS agents at their plants, but are still waiting to receive BIS certification from authorities. Global PVC producers in the US and Europe have also applied for BIS certification, but are likely still waiting for BIS agents to audit their production units.

Suspension PVC (s-PVC) import prices into India were assessed at $735-785/t cfr India on 27 December 2024, while paste PVC (e-PVC) import prices were assessed at $950-980/t cfr India. Indian PVC importers were reluctant to acquire additional cargoes in recent months, as they would have had to re-export PVC imports to the original country of origin if the producer was not BIS certified by the initial implementation date. But the additional extension until June 2025 would allow importers to continue purchases in the medium term, especially as we enter the peak demand season during the first half of 2025.
