Dow's Freeport, Texas olefins plant reported ongoing leaks from a heat exchanger into the cooling water system on light hydrocarbon unit No. 8, according to an emissions filing with state regulators.
Operators increased the pressure of the cooling water side of the exchangers in order to minimize the leaking, which could last for a month, according to Dow's estimates. The issue may result in an estimated 6,000 lbs of ethylene and 7,000 lbs of propylene emitted, according to the filing with the Texas Commission on Environmental Quality.
