European steel association Eurofer today filed its registration request in the anti-dumping case against Turkish hot-rolled coil (HRC).

Should the European Commission accept the registration, retroactive duties can be imposed for three months prior to the imposition of provisional measures, if dumping is proven.

Provisional measures are scheduled to be announced on 23 December this year, for imposition on 14 January 2021. This would make retroactive duties payable from the middle of October.

European appetite for Turkish material has reduced because of the likelihood of registration and retroactive collection of duties.

Turkey sold 185,906t of HRC into the EU in July, down from 341,282t, according to Eurostat data. Over the first seven months of this year, Turkey has sold 1.28mn t of HRC into the EU, compared to 1.97mn t over the same period of last year.
