UK biomass developer refused planning approval

London, 23 July (Argus) — UK biomass developer Eco2 is “confident” that it will win planning approval for its planned 40MW straw-fired biomass plant in Mendlesham, Suffolk, through the appeal process despite its original application being refused by the local council's planning committee.

The company submitted a planning application for the £100mn plant in March 2012 but the planning committee voted against the plans, which had been recommended for approval by the council's planning officers, on 17 July.

“We are disappointed by the planning committee members' decision to overturn their own officers' advice,” Eco2 director of projects Andrew Toft said. “The reasons for refusal cannot be sustained at appeal and we will have to consider that route.”

Eco2 announced plans for the plant in November 2011. The company had secured an £8mn/yr contract for around 240,000 t/yr of straw from within a 30-mile (48km) radius of the site, and recently partnered with UK developer Iceni Energy to integrate the supply chain requirements for two of the companies' planned dedicated biomass projects.

Eco2 is nearing the end of the construction phase on a 38MW straw-fired biomass plant in Sleaford, the UK, which will be fully operational next year.
