Florida demand for HSFO to remain high post-2020

High-sulphur fuel oil bunker demand will not decline in Florida as sharply as in other US states because cruise ships are installing scrubbers to comply with International Maritime Organization (IMO) 2020 sulphur limits.

The most frequented Florida ports by the cruises hip companies such as Carnival, Royal Caribbean and Norwegian Cruise Line are Miami, Port Canaveral and Fort Lauderdale. All three companies have added or upgraded marine exhaust scrubbers on a number of their vessels to comply with the IMO 2020 regulation.

Bunker fuel sales in Florida are greatly affected by the tourism industry. Marine fuel sales fell to 12,898 b/d in 2009 — compared with 44,078 b/d in 2007 — as the US economy struggled to recover from the financial crisis.

In 2017, 28,253 b/d of marine fuel were sold in Florida, of which 13,633 b/d was marine gasoil (MGO) and 14,620 b/d was high-sulphur bunker fuel, according to the latest data from the US Energy Information Administration (EIA). Demand for MGO is expected to outpace high-sulphur bunkers in 2020, when the IMO rules take hold. But high-sulphur bunkers will not disappear: the fuel is expected to still account for 30-40pc of the total marine fuel sales in because of demand from vessels with scrubbers.

Florida imported 17,429 b/d of residual fuel oil in the first 11 months of 2018. Three companies — Glencore, Vitol and World Fuel Services — sell high-sulphur bunker fuel in the state. Glencore imported 10,775 b/d; Vitol imported 4,060 b/d; and World Fuel Services imported 2,595 b/d from January to November 2018.

The bulk of those imports originated from the Netherlands, which accounted for 4,541 b/d of the imported oil. Another 3,754 b/d came from Trinidad and Tobago, with 2,150 b/d coming from Colombia and 1,967 b/d from Venezuela. The last of the residual fuel oil imports from Trinidad and Tobago arrived in Florida in September. The country's 165,000 b/d Pointe-a-Pierre refinery shut down in November.

Shipments from Venezuela could also drop off. Under sanctions imposed by the Trump administration, US companies can continue to receive Venezuelan oil only until 28 April.
