US midstream firms hit by freak cold weather in 1Q
The country's core LPG producers and exporters took a short-term hit from the polar vortex weather event amid strong demand, writes Marialuisa Rincon
The US midstream operators responsible for a large share of the country's LPG output and exports faced a difficult first quarter as a result of the polar vortex-induced winter storm in February.
The core midstream firms' operations on the US Gulf coast, the rest of Texas and the midcontinent ground to a halt for more than a week in mid-February, when freezing weather moved south across a large proportion of the country owing to a disrupted polar vortex. This sent temperatures in Houston as low as minus 18°C on 13 February — around 30°C below the norm. Midstream companies reported little lasting damage to their infrastructure but power cuts and production shut-ins impaired their output and exports of natural gas liquids (NGL).
Enterprise Products Partners, EnLink and Targa Resources suffered from short-term closures or minor damage to facilities. Energy Transfer, which has a larger proportion of its operations in northern and eastern US and whose infrastructure was better protected against such weather, was the least affected by the cold snap.
EnLink's peak production of all products dropped by 42-92pc depending on the region over a 10-day period, but it says levels have now returned to normal and the storm did not have a material impact on its first-quarter results. Energy Transfer attributed a 78,000 b/d, or 10pc, year-on-year drop in its fractionated NGL supplies to 726,000 b/d in the first quarter to upstream interruptions from the cold weather. EnLink also reported a 4pc fall in fractionated output.
Most of Enterprise's Texas facilities were heavily affected by the storms, either because of the rolling blackouts enacted by Texas electricity grid operator Ercot or by voluntarily reducing power consumption. The company reported a short-term drop in NGL deliveries to domestic customers following the worst of the weather as repairs were made. But it managed to mitigate the financial impact by surging natural gas sales for power generation and heating.
US Gulf coast exports were also adversely affected by the weather, with the Houston Ship Channel forced to cease operations for a number of days. Enterprise's 26mn t/yr Baytown terminal on the channel, the largest LPG export facility in the US, was shut for three days, resulting in a 95,000 b/d, or 13pc, decline on the year to 652,000 b/d in the first quarter, the company says. Targa, which owns the 16mn t/yr Galena Park terminal on the Houston Ship Channel, reported a 28,400 b/d, or 23pc, fall in exports to 94,400 b/d compared with the fourth quarter of 2020. This was higher than a year earlier, although this reflected the completion of the terminal's expansion in the third quarter of last year. Targa says it expects exports from Galena Park to rebound in the second quarter.
Steady interest
US LPG exports have remained strongand continue to risedespite the interruption in February, as residential and commercial demand abroad, especially in Asia-Pacific, remains resilient despite a second wave of Covid-19 running rampant in major LPG importer India. US domestic demand was also strong in the first quarter as heating demand spiked during the storm. Major propane retailer AmeriGas' sales rose by 5pc on the year to 8.47mn bl (683,000t) in the first quarter. A combination of lower-than-average inventories and steady export demand are expected to support prices over the rest of this year and into 2022.
Energy Transfer's recently completed 180,000 b/d Orbit ethane terminal in Nederland, Texas, and a 50,000 b/d expansion of its 340,000 b/d (11mn t/yr) Marcus Hook LPG terminal in Pennsylvania on the US east coast lifted the company's NGL export capacity above 1mn b/d in the first quarter. This, along with better winter-weather protection, shielded the company from the winter storm.

Sao Paulo, 18 January (Argus) — A Petrobras retomará as obras de expansão da Refinaria Abreu e Lima (Rnest), aumentando a produção de diesel S10 em 13.000 m³/d até 2028. Na segunda metade de 2024, a estatal reiniciará a construção do Trem 2 na refinaria, visando elevar sua capacidade de processamento de petróleo de 230.000 b/d para 260.000 b/d, também em 2028. A melhoria aumentará a produção de derivados de petróleo da companhia – incluindo gasolina, GLP e nafta, mas principalmente diesel S10. As obras para a implementação da unidade haviam sido interrompidas em 2015. O investimento permitirá que o Brasil seja mais "autossuficiente na produção de combustíveis, reduzindo a demanda de importação", disse a empresa. "A Petrobras estima um aumento de produção de diesel da ordem de 40pc nos próximos anos", afirmou o presidente da estatal, Jean Paul Prates. Neste ano, a companhia também começará obras para proporcionar aumento de carga, melhor escoamento de produtos leves e maior capacidade de processamento de petróleo do pré-sal no Trem 1, unidade já existente da Rnest, até o primeiro trimestre de 2025. Além disso, a empresa espera instalar a primeira planta do país a transformar óxido de enxofre e óxido de nitrogênio em um novo produto não especificado. O projeto já está em andamento e deve iniciar operações ainda em 2024. A retomada da ampliação na Rnest é parte do plano estratégico da Petrobras para 2024-28 e do Novo Programa de Aceleração do Crescimento (PAC), do governo federal. O presidente Luiz Inácio Lula da Silva e Prates estarão presentes na cerimônia oficial de retomada das obras na refinaria hoje. O valor do investimento não foi revelado. A Rnest é localizada no Complexo Industrial do Porto de Suape, em Pernambuco, e é o "principal polo para a Petrobras nas regiões Norte e Nordeste, com acesso fácil por cabotagem para mercados consumidores", informou a empresa. Houston, 8 November (Argus) — A Refinaria de Petróleo Riograndense processou sua primeira carga de 100pc de óleo de soja entre outubro e novembro, assumindo a vanguarda do biorrefino no país. O teste com 2.000t do óleo vegetal aconteceu durante uma parada para manutenção que preparou a unidade de craqueamento catalítico fluido (FCC) para receber a matéria-prima. No futuro, a Riograndense produzirá insumos petroquímicos e combustíveis renováveis, como GLP (gás de cozinha), combustíveis marítimos, propeno e bioaromáticos. O segundo teste está programado para junho de 2024, quando a unidade irá coprocessar carga fóssil com bio-óleo, gerando propeno, gasolina e diesel com conteúdo renovável a partir de insumo avançado de biomassa não alimentar. A refinaria tem como acionistas a Petrobras, a petroquímica Braskem e o grupo Ultra. A Petrobras já está produzindo diesel coprocessado — conhecido como diesel R5 — usando óleo de soja refinado como matéria-prima desde setembro de 2022. A estatal também tem planos de produzir diesel renovável e bioquerosene de aviação. O investimento para processar insumos renováveis será ao redor de R$45 milhões. Petrobras investirá R$2 bilhões na Regap
Sao Paulo, 31 October (Argus) — A Petrobras vai investir R$2 bilhões até 2027 na refinaria Gabriel Passos (Regap), em Minas Gerais. A petrolífera também está realizando estudos preliminares para elevar a capacidade de processamento da refinaria, de 26.000 m³/d para até 40.000 m³/d. O projeto pode custar até R$8 bilhões em investimentos e está sujeito à aprovação. As melhorias estão em linha com o plano estratégico da empresa e visam aumentar a eficiência energética e reduzir as emissões de carbono, segundo o diretor de Processos Industriais e Produtos da empresa, William França. A Regap produz gasolina, diesel, bunker, combustível de aviação, GLP (gás de cozinha), asfalto, coque verde de petróleo, óleo combustível e enxofre. Sao Paulo, 26 October (Argus) — O Conselho Nacional de Política Fazendária (Confaz) informou um aumento nas alíquotas de ICMS para combustíveis, com vigência a partir de fevereiro de 2024. O imposto para o diesel e o biodiesel subirá do atual R$0,9424/l para R$1,0635/l. Já o ICMS para a gasolina e o etanol anidro avançará de R$1,22/l para R$1,3721/l, enquanto o imposto para o GLP (gás de cozinha) passará de R$1,2571/kg para R$1,4139/kg. As secretarias da Fazenda de todos os estados e Distrito Federal atualizaram os valores considerando o Índice Nacional de Preços ao Consumidor Amplo (IPCA). Neste ano, o Brasil alterou a cobrança do ICMS para um regime monofásico, no qual a incidência do imposto ocorre apenas uma vez, no primeiro elo da cadeia.
