Japan sees higher oil product demand in FY2023-24

Japan's oil product demand is forecast to increase in the April 2023-March 2024 fiscal year, on the back of firmer naphtha and jet fuel consumption in the country.

Japan's trade and industry ministry (Meti) forecasts that overall oil product demand will rise to around 2.55mn b/d in 2023-24, up by 1pc from an estimated 2.52mn b/d in 2022-23. But consumption in the four years after 2023-24 are predicted to fall continuously to 2.4mn b/d in 2027-28.

Meti forecasts naphtha consumption will rise in 2023-24 because of stronger domestic demand. Jet fuel demand is also expected to rise, with flight operations returning to pre-pandemic levels in 2023-24.

Gasoline demand — which accounts for around 30pc of the country's total oil product sales — are predicted to keep declining over the next five years from April 2023 to March 2028, pressured by a shift from gasoline-fuelled vehicles to electric vehicles. Japan is aiming to ban sales of new gasoline-only passenger cars by 2035.

Gasoil consumption is predicted to edge higher in 2023-24, supported by an increase in freight transportation as the sector recovers from the impact of Covid-19. But it will fall during April 2024-March 2028, as freight transportation starts declining in the country. Higher fuel efficiency is also expected to weigh on demand.

Kerosine and fuel oil are forecast to drop over the next five years mainly because of the fuel transition. Meti's figures for fuel oil do not include demand for power generation.

Heavy fuel oil is classified mainly into two types in Japan, fuel oil A and C, depending on sulphur content, viscosity among other factors. Fuel oil A is mainly used for coastal ships and for boilers at small-sized factories, while fuel oil C is burned as a marine fuel for ocean-going vessels, as a feedstock for power generation and for boilers at large-scale plants.

Meti expects overall LPG demand to be lower in 2027-28, with weakening household and commercial consumption owing to improved fuel efficiency of LPG equipment and a declining population. Meti also forecast demand from petrochemical, city gas and autogas sectors to shrink over the years. But use in the industrial sector may increase along with an economic recovery, and a switch from heavy oil to LPG on the back of decarbonisation efforts.
