India’s HPCL offers rare VGO for January loading

Indian state-controlled refiner HPCL today issued a tender offering low-sulphur vacuum gas oil (VGO) for prompt January loading.

It was offering a 32,000t (206,000 bl) VGO cargo for 21-24 January loading from Visakhapatnam (Vizag). The cargo has a maximum 1.2pc sulphur content. The tender closes on 15 January. The pricing basis will be on Dubai crude assessments.

The cargo was likely offered owing to a delay in the start-up of its new hydrocracker unit at its Vizag refinery, with the primary units of the refinery — such as the crude distillation unit (CDU) and vacuum distillation unit (VDU) — running at high rates, said market participants. But this could not be confirmed with HPCL. The new hydrocracker unit was scheduled to be commissioned by the end of last year.

The VGO is primarily produced by the VDU and is used as a feedstock for the refinery's secondary units, such as the residual fluid catalytic cracker and hydrocracker units.

HPCL announced in November last year plans to expand the capacity of its Vizag refinery to 270,000 b/d in the coming months, according to chairman and managing director Pushp Joshi. The refinery is currently producing over 221,000 b/d and aims to reach 300,000 b/d by the April 2024-March 2025 fiscal year, he added.
