Brazil signs $5.5bn decree to counter US tariffs

Brazilian president Luiz Inacio Lula da Silva signed a $5.5bn decree to support small businesses hurt by US import tariffs.

Lula's decree creates a line of credit focused on companies — mostly small, perishable item producers — damaged by the 50pc tariffs imposed by US president Donald Trump earlier this month. Among other measures, the decree also outlines plans for more federal purchases of such goods, new investments and government support for companies to search for other markets in other countries.

Lula said Wednesday that the tariffs are driven by "political and ideological reasons instead of financial" and that they are "an attempt to destroy multilateralism in the world". He also said that the decree's resources are "just the beginning."

Brazil is searching for ways to counter the tariffs and is seeking to challenge them before the World Trade Organization. A planned 13 August meeting between Brazilian finance minister Fernando Haddad and US treasury secretary Scott Bessent to address the tariffs was cancelled several days prior. Haddad attributed it to "coordinated efforts of the far-right in the US."

Trump said that he imposed tariffs due in part to Brazil's "witch hunt" against former president Jair Bolsonaro, who is charged with attempting a coup after he lost the 2022 election.
