Singapore initially clears Sarawak hydropower imports

Singapore's energy regulator the Energy Market Authority (EMA) has granted conditional approval to Singapore-based Sembcorp Utilities (SCU) to import 1GW of hydropower from the state of Sarawak in Malaysia, EMA announced today.

The project is expected to start operations in 2035. The imported electricity will be transmitted from Sarawak through sub-sea cables spanning more than 700km and will be certified under the Hydropower Sustainability Standard — an international benchmark with specific performance requirements for hydropower infrastructure. The project is "capable of delivering renewable baseload energy to the country", SCU said, making it "Singapore's first large-scale 24/7 power import initiative".

The latest conditional approval aligns with Singapore's goal of importing 6GW of low-carbon electricity by 2035 and follows another conditional licence granted to SCU in 2023 to import 1.2GW of low-carbon electricity from Vietnam. SCU also signed a supply agreement in 2024 with Malaysia's state-owned utility Tenaga Nasional Berhad, for imports of 50MW of renewable energy issued with renewable energy certificates (RECs).

Cross-border power initiatives in the region have been growing, particularly around the long-awaited Asean power grid. The Asian Development Bank and the World Bank have formally launched a financing platform this week during the 43rd Association of Asean Ministers on Energy Meeting taking place in Malaysia.
