Qatar Steel signs initial deal to limit scrap exports

Qatar Steel has signed a memorandum of understanding with Qatari customs to control steel scrap exports and secure feedstock for domestic steel production, it said today.

The agreement was signed on 22 October and outlines joint procedures to monitor and restrict scrap shipments following concerns over scrap availability in the Gulf Co-operation Council (GCC) region, where electric arc furnace (EAF) capacity is expanding.

Qatar Steel operates one of the region's largest direct-reduced iron (DRI)-based steel complexes, with annual capacities of 2.35mn t of DRI and hot-briquetted iron (HBI), 2.57mn t of billets and 1.8mn t of rebar. The company restarted its fourth EAF unit earlier this year, adding 750,000 t/yr of billet capacity.

Qatar Steel is one of the GCC region's key suppliers of DRI. It has been increasingly favoured by steel producers in India and imports of Middle Eastern DRI have risen in recent months as secondary steelmakers shift their charge mix away from scrap due to domestic supply constraints and tax compliance issues.
