St Petersburg, 21 June (Argus) — Russia's state-controlled Rosneft plans to build a 12mn t/yr refinery in the Moscow region, the company's chief executive Igor Sechin said on the sidelines of St Petersburg Economic Forum, today.
Rosneft signed a cooperation deal with the Moscow region governor Sergey Shoigu, today.
Gazpromneft's 240,000 b/d Moscow refinery is the only one in the city and supplies some 35pc-40pc of the products consumed by the city and the region. Rosneft operates a group of refineries in the Samara region but has no processing capacity supplying the lucrative Moscow market. The company is involved in a multi-billion dollar refining upgrade programme, which should be completed in 2015.
The planned new plant will produce Euro-5 compliant motor fuel and jet fuel. It will also produce bitumen.
