The US International Trade Commission (ITC) today voted to progress with its investigation into UAN imports from Russia and Trinidad, enabling the Department of Commerce to continue its investigation.
Domestic producer CF Industries petitioned Commerce and the ITC in late June to implement antidumping and countervailing duties on Russian and Trinidadian imports, citing subsidized natural gas and tax programs.
The ITC said today preliminary countervailing duty determinations will be issued by 23 September, with antidumping duty rates due by 7 December.
CF's original petition argued that Russia producers and exporters EuroChem and Acron, and Trinidad producer Methanol Holdings Trinidad (MHTL), are dumping the fertilizer into the US at margins up to 392pc and 159pc, respectively.
Russian UAN imports surged by 36pc between 2018 and 2019, according to US trade data, accounting for more than half of total offshore US imports in 2019. Meanwhile, imports from Trinidad rose by 29pc between 2018 and 2020, representing 38pc of total US imports in 2020.
