Shutdown unlikely to delay Golden Pass ramp-up: Panel

The US government shutdown likely will not delay commissioning of the 18.1mn t/yr Golden Pass LNG export terminal in Texas, which requires federal approval as it ramps up production, according to an industry panel.

LNG projects in the commissioning phase rely on the Federal Energy Regulatory Commission (FERC) to approve each incremental step toward first production and eventual commercialization. The terminal, a joint venture between QatarEnergy and ExxonMobil, already has FERC's approval to begin commissioning equipment associated with the first of its three trains, including a ground flare and fuel-gas system.

Though the ongoing government shutdown has strained the US Congress' ability to allocate funding, FERC's independent budget means it likely has the funding to continue operations, said Charlie Reidl, executive director of the Center for LNG, an industry trade association.

Projects that are already in the commissioning phase should be able to proceed with their ramp-ups, he told a panel at the Gulf Coast Energy Forum in New Orleans, Louisiana, today.

"It's moving from the commissioning to commercial where you could have problems," Reidl said.

The first train at Golden Pass is expected to begin commercial service about six months after producing its first LNG, which the project's developers have said could happen in December or January.

The terminal was recently approved to import a cool-down cargo, but no vessel was signaling Golden Pass as of 13 October, according to ship-tracking data from Kpler and Vortexa.

"If we're still in a shutdown in the time it would take to commission a facility, we run into a real problem," Reidl said.

Under FERC's current plan for lapses in funding, the regulatory agency said it can use carryover funds from the previous fiscal year to continue operations. Once those funds are exhausted, LNG projects that are under construction would still be inspected by FERC's staff, which might allow for the approval of steps involved in commissioning a terminal.
