Singapore hits record-high bunker sales in 2023

Singapore remained the world's largest bunker hub with record-high sales volumes in 2023 and will continue to push for maritime decarbonisation, said the Maritime and Port Authority of Singapore (MPA).

Singapore reported 51.82mn t of bunker sales in 2023, breaking its previous record high of 50.17mn t in 2017. More than half of these volumes, or 30.7mn t, were from very-low sulphur fuel oil (VLSFO). Alternative marine fuels accounted for 1.2pc of Singapore's total bunker sales, and growth prospects for this sector are expected to be strong in the coming months. Among other alternative marine fuels, LNG consumption sharply increased from 16,000t in 2022 to 110,000t in 2023.

There was also a threefold jump in the consumption of biofuel blends in Singapore, with sales for B24 blends of used cooking oil methyl ester (Ucome) and VLSFO jumping to 520,000t. Singapore is aiming to keep pace with the developments with other global ports in the use of biofuel blends.

MPA aims to make B30 biofuel blends commercially viable in the near future, but no dates were mentioned in the press statement. B30 would be made of a 30pc concentration of Ucome and 70pc VLSFO. Singapore is also conducting trials for B100 fuel with the aim of using it for bunkering.

Singapore is also preparing new standards for the use of new bunker fuels like methanol and ammonia, following its successful ship-to-containership methanol bunkering operation in July 2023. About 300t of bio-methanol was supplied for the first time to Singapore during this operation.

Singapore will also issue new standards supporting vessel electrification and cybersecurity. All these measures are due to be implemented in 2024, said MPA.
