US PVC exports to India may rise on lower duties

US polyvinyl chloride (PVC) exports to India rose in July and were set to extend gains after lower-than-expected anti-dumping duties on US suppliers were finalized in August.

US PVC exports jumped by 8.5pc to 265,207 metric tonnes (t) in July from a year earlier and are expected to rebound further as India is primed to impose lower penalties on US suppliers relative to China-based producers.

The finalized duties, announced last week, have yet to be implemented and are subject to approval from government ministers but will tax US producers at a lower rate than Chinese producers, marking a reversion of initial market expectations.

Indian anti-dumping duties on US producers range from $72-284/t, with the three largest manufacturers facing penalties below the high end of the range. Taiwan-headquartered Formosa is faces an even lower rate at $47/t. Duties levied on Chinese producers range from $177-232/t.

US PVC exports to India grew by 87pc to 12,220t in July from the prior month but were 36pc lower than July 2024 exports, according to census data compiled by Global Trade Tracker (GTT). US exports to India comprised about 5pc of total shipments in July after India delayed the deadline for foreign plants to be certified by quality control inspectors from the Bureau of Indian Standards (BIS) to the end of the year. The deadline for the BIS protocol was initially set for June. Lower year-over-year volumes in July indicates there is more room for demand recovery in the export market for US trade partners, especially after anti-dumping duty rates are finalized and BIS certifications are resolved.

US exports to Vietnam rose to 44,601t, nearly six times more than shipments a year earlier and comprising nearly 17pc of total exports during the month, according to GTT data

US traders faced shrinking export destinations for US PVC because of various trade policies in key markets and competition from lower-priced Chinese volumes, resulting in more shipments to Vietnam and other destinations, sources said.

Exports to Turkey rose to 23,384t in July, nearly tripling from a year earlier, and comprising roughly 9pc of total US shipments in July 2025.
