Cop: Countries raise alarm on Article 6 funding gap

Two decisions agreed at the UN Cop 30 climate conference in Belem, Brazil, urged the shortfall in financing for the continued operation of the carbon trading mechanisms under Article 6 of the Paris Agreement to be addressed.

A decision relating to Article 6.2 — which allows bilateral trading of emissions reductions between countries to count towards their nationally determined contributions to the Paris deal — highlighted an estimated $8mn shortfall in the mechanism's funding for the 2024-25 period, and pointed to an estimated $14.1mn needed for 2026-27.

The decision urged countries to provide voluntary contributions "to enable the full development, establishment and operation of the infrastructure" for the mechanism, as well as carrying out technical expert reviews and capacity building.

It also asked UN climate arm the UNFCCC's subsidiary body for implementation to consider, at the UN's Bonn climate conference in June next year, recommending a draft decision on the long-term funding of the mechanism. And it requested the UNFCCC update its relevant technical paper on the subject for input.

For Article 6.4 — under which the Paris agreement crediting mechanism (Pacm) has been formed — the funding gap for 2025 was largely addressed, according to a separate decision.

But it warned of a "critical shortfall" for 2026-27. Countries agreed in the draft decision to "make efforts to secure the additional essential resources needed to expedite the full operationalisation of the mechanism", while also calling for the UNFCCC to explore other sources of funding.

A total of $26.8mn will be transferred from Pacm's predecessor the clean development mechanism to Article 6.4, according to the decision. In light of this, countries called for the mechanism's supervisory body to increase capacity building funding to up to $5mn.

From 2027 the body should also monitor whether the mechanism has become self-financing, at which point it should begin transferring money annually to the UN's adaptation fund, the decision stated. The level and frequency of the transfers should be discussed in 2030 and start by 2035 at the latest.
