Houston, 1 November (Argus) — At least two terminals appeared poised to return to service over the next 48 hours amid signs that pipeline and barge service in the New York Harbor could soon be restored.

The Port of New York reopened to tug and barge traffic as damage assessments continued at marine facilities. The Arthur Kill and Kill Van Kull waterways, which connect Carteret to Newark Bay and Newark to the Upper New York Bay, remained closed due to hazardous conditions.

Kinder Morgan's Carteret and Perth Amboy terminals in New Jersey and its Staten Island, New York terminal could return to service in the next 24-48 hours, the company said this afternoon. The three New York Harbor terminals remain without power, but portable generators will allow them to come back on line even if commercial power is not available.

Buckeye Pipeline was in the process of restarting its Laurel and Paulsboro pipelines today, and preparing to resume service out of Linden, New Jersey, with the help of Colonial Pipeline. Colonial was working to restore partial operations at its own Linden facility today using portable generators, and was working with Buckeye to resume deliveries to that company's Linden terminal late this afternoon.

Colonial also planned to restore partial service tomorrow on Line 3, a major products pipeline out of Greensboro, North Carolina, connecting US Gulf coast refiners to the east coast.
