Germany ratifies Kyoto protocol extension

The German government has started the process of ratifying an extension to the Kyoto protocol, which will impose restrictions on emission levels for a second commitment period between 2013 and 2020.

Germany will be the 12th nation and the first EU member state to date to formally accept the amendment to the protocol, which was adopted at the UN Framework Convention on Climate Change (UNFCCC) summit in Doha, Qatar, in 2012.

Under the revision, Germany will have to reduce its greenhouse gas (GHG) emissions by 20pc by 2020 from the base year of 1990.

"By ratifying the second commitment period of the Kyoto protocol, Germany is setting a positive signal within the EU and in international climate negotiations. For us, international legal agreements are the central instrument in the fight against climate change," environment minister Barbara Hendricks said.

In the first commitment period from 2008 to 2012, Germany had to reduce GHG emissions by 8pc against 1990 levels. The nation achieved an emissions reduction of approximately 25pc from 1.25bn t in 1990 to 0.94bn t in 2012, according to UNFCCC data.

Although Germany looks likely to meet the target imposed by the protocol extension, it may miss its own self-imposed goal of a 40pc reduction in GHG emissions by 2020, according to Hendricks.

"With current measures we will only manage to achieve around a 33pc [GHG] reduction by 2020. That is why I am going to work on a programme with other ministries for more ambitious climate protection by 2020," she said.

The federal environment ministry is evaluating feedback received as part of a consultation on a national climate action plan, with the final plan due to be presented in November.

Germany is also pushing for an earlier start to a market stability reserve to structurally reform the EU emissions trading scheme as part of its climate reforms.

The Doha amendment will become legally binding for the EU after ratification processes for Iceland and the remaining 27 EU member states have been completed.

Germany follows the UAE, Barbados, Mauritius, Bangladesh, Monaco, Sudan, the Federated States of Micronesia, Kenya, Honduras, China and Norway in its decision to endorse the extension.
