Chevron Phillips' Port Arthur, Texas chemical plant reported flaring yesterday and early today after a unit upset, according to a filing with the Texas Commission on Environmental Quality.
An inlet feed controller failed, requiring the shut down of the distillation end of the unit, according to the report. The company minimized operating rates to prevent excess flaring. The event resulted in flaring of ethylene, benzene, propane and propylene, among other materials.
