Chevron Phillips' Port Arthur, Texas chemical plant is beginning restart activities today following a unit upset yesterday, according to a filing with the Texas Commission on Environmental Quality.
An inlet feed controller failed, requiring the shutdown of the distillation end of the unit. Restart activities are expected to continue until 5 January. Expected emissions of benzene, hydrogen sulfide, sulfur dioxide, among other materials will be routed to the flare.
