The Eurasian Economic Union's (EEU) regulator — the Eurasian Economic Commission (EEC) — has levied definitive anti-dumping (AD) duties on imports of hot-dip galvanised (HDG) flat steel products originating in or exported from Ukraine and China.
The decision implies an introduction of 12.69–23pc duties for five years, starting one month after the official decision was published on 3 December. It followed a reinvestigation conducted by the EEC in June 2018-September 2019 to cover 2015–17 and 2018 and the first half of 2019.
The EEC's domestic market defence department found that under-priced imports from Ukraine and China resulted in damage to the EEU's steel industry in those periods and in October recommended imposing definitive AD duties sized in accordance with dumping margins for each HDG supplier.
The duty on imports from Ukrainian steelmakers were settled at 23pc. The duty on products from Chinese producer Angang Steel is at 17pc, on Shandong Esdawn's products 15.2pc, on shipments from Xinjiang Bayi Iron and Steel, GansuJiu Steel and Dalian Posco at 14.93pc, and on Donge Yike Panel products 12.69pc. Imports from other Chinese producers were set at 17pc.
