Sanctions hit Feodosiya base oil exports: Update

Updates first paragraph with details of impact of sanctions

The US Treasury Department has included state-owned Feodosiya Oil Terminal in Crimea in a list of enterprises that Washington imposed sanctions on 16 July over Russia's alleged involvement in the conflict in eastern Ukraine. The sanctions include the prohibition of any transfers of property, funds, services or goods to or from the terminal.

LLK-International, a lubricants unit of Russian oil company Lukoil, has been operating at the Feodosiya terminal since 2007. LLK usually exports around 20,000-25,000 t/month of base oils from the terminal. It remains unclear how LLK will respond to reduce the impact of these sanctions. It could redirect its base oil exports from Crimea to other Black Sea ports, or use floating storage for throughput operations.

LLK started facing problems with base oil exports from the terminal from mid-May. Ukraine appealed at that time to the UN's International Maritime Organization (IMO) to close Crimean ports because of an inability to provide navigational safety in these ports. The IMO agreed to Ukraine's request. Ukrainian port authorities have subsequently classified transport and navigation in this area to have a "high level of risk".

Shipping companies are concerned about their vessels calling at Crimean ports, because Ukraine regards this as breaking Ukrainian law. The country could subsequently arrest the vessel when it calls at Ukrainian ports. The situation also creates risks for shipping companies calling at Ukrainian ports to load shipments of vegetable oil, of which Ukraine is a major exporter. Shipping companies are also concerned about possible insurance problems because of the risk attached to Crimean ports by the IMO.
