Logistical headaches hamper ARA LPG trade

A logistical bottleneck at a vital transport hub for the Amsterdam-Rotterdam-Antwerp (ARA) region is again hampering the free flow of propane in northwest Europe. Where in 2014 the problem was with the Kijfhoek rail shunting yard's facilities, this year the issue is one of managing flow when trade takes railcars longer distances.

Kijfhoek, the largest rail marshalling yard in the Netherlands, is used to direct railcars of LPG from the 138,400m³ Antwerp Gas Terminal and the 131,400m³ Vopak Vlissingen terminal, the two primary LPG terminals used to supply LPG markets in Belgium, Germany, the Netherlands and further afield.

Around 50 freight trains a day are assembled at Kijfhoek's 42-track yard. But an uptick in block train deals — 17-24 railcars, carrying up to 1,000t — from the ARA spot trade hub to more distant markets in southeast and eastern Europe has led to a less consistent flow of returning railcars. With large numbers of LPG railcars arriving simultaneously, Kijfhoek track arrangements are being overwhelmed.

Block train activity has been increasing as buyers in countries as far afield as Ukraine, Bulgaria, the Czech Republic and Poland turn to western supplies to make up for reduced availability of LPG from eastern sources. This is common enough in the summer, when Russian exports are reduced by domestic autogas consumption and facilities maintenance. But this year block trains are continuing into the autumn and winter, and even picking up pace.

Higher domestic prices in Russia have trimmed exports. Overland LPG rail exports from Russia fell to just over 290,000t in October, the lowest since July last year and down from a record high of more than 343,000t in April.

At the same time the Ukrainian government has imposed sanctions on Russia's largest operator of LPG railcars, SG-Trans. This has pushed Ukrainian suppliers to look elsewhere for the 25,000-30,000 t/month of LPG supplied by Russian state-controlled oil firm Rosneft, which mainly uses SG-Trans' fleet for deliveries.

Kijfhoek is run by Dutch railway company ProRail. To avoid increasing the problems, at one point last week German railway company DB said it would not accept any more empty railcars destined for ARA.
