Trump promises fast response to Harvey

President Donald Trump today promised victims of Hurricane Harvey that a federal aid package to help pay for recovery efforts will be coming soon.

Trump today made his first visit to the storm- and flood-ravaged Texas Gulf coast since Hurricane Harvey struck on 25 August. During a stop in Corpus Christi, Texas, near where the storm made landfall, Trump said he wants the state and federal response to the disaster to be seen as the "way to do it."

Describing the deadly storm as "of epic proportions," Trump said, "Nobody has ever seen anything like this."

Harvey returned to the US Gulf yesterday and now is headed toward the Louisiana coast. While Harvey has been downgraded to a tropical storm, it still is forecast to drench parts of east Texas and southwest Louisiana with up to 12 inches (30cm) of rain through 1 September.

Harvey has dumped more than 40 inches of rain in parts of Texas, flooding large parts of Houston and causing about 3mn b/d of US refining capacity to go off line.

Trump yesterday said he expects to have a funding package "fairly soon" through a measure he expects will win bipartisan support. The US Congress returns from its month-long recess on 5 September and often approves aid in response to major storms.

Lawmakers approved a $51bn aid package in 2013 after Hurricane Sandy caused flooding in New York and New Jersey. That package included $742mn for the US Army Corps of Engineers to repair navigation channels and other projects. The Port of Corpus Christi sustained light to moderate damage from the storm and is working to restore normal business operations by 4 September.
