Egypt mills hike rebar offers

Steel mills in Egypt have increased rebar offers to the domestic market over the last few days, following the imposition of safeguard measures last month.

Ezz Steel — the largest steelmaker in the country — last week raised its rebar price to the domestic market by 180 Egyptian pounds/t ($10.50) to E£11,780/t ex-works inclusive of 14pc value-added tax (VAT). This nets back to around $600/t once VAT is excluded.

Following suit, Suez Steel lifted its offers by E£250/t to E£11,750/t ex-works, while Beshay and Egyptian Steel raised their prices by E£160/t and E£200/t, to E£11,760/t and E£11,750/t ex-works, respectively.

But re-rollers, who depend on imported billet, seem to be under pressure because of the safeguard duties.

The most recent CIS billet offers to Egypt are around $445/t cfr, but there is not much appetite for imported material. Taking into account the 15pc safeguard duty and other associated costs, imported billet would reach Egyptian re-rollers at around $515/t. And factoring in the relatively higher cost of rebar production in the country, re-rollers' break-even point for rebar would be around $585/t.

This still seems to be a more lucrative route for re-rollers, compared with using domestic billet, despite the depressed margin. Domestic billet offers from mills to local re-rollers are in the E£10,300–10,600/t ($600-618) ex-works range this week.

Re-rollers would find it increasingly difficult to operate if the government does not make any amendments to the safeguard measures, which could lead to shut downs, market participants said.

On top of this, lacklustre steel demand in the country is also likely to pressure rolling mills. Market participants expect demand to remain "moderate" through Ramadan and the rest of the summer months.
