ArcelorMittal adds to steel output cuts on weak demand

The world's biggest steel producer Luxembourg-based ArcelorMittal will further reduce its steel output in response to weak demand and high import levels.

The company will reduce output at plants in Dunkirk, France and Eisenhüttenstadt, Germany. It will also extend shutdowns for blast furnace repairs at its mills in Bremen, Germany and Asturias, Spain, in the fourth quarter. It did not quantify the volumes affected.

These are the second supply cuts announced by the company this month. It revealed plans on 6 May to cut output by 3mn t/yr through the temporary idling of its mill in Krakow, Poland and reduced output in Asturias and at ArcelorMittal Italy.

"This is again a hard decision for us to have taken but given the level of weakness in the market, we feel it is the prudent course of action," ArcelorMittal Europe's chief executive of flat products Geert van Poelvoorde said today. "This will be a temporary measure that will be reversed when market conditions improve."

European flat steel prices have stabilised somewhat following recent supply cuts. The Argus northwest European hot-rolled coil (HRC) index rose by €2/t to €470.75/t ($526/t) ex-works yesterday on the back of rising mill offer levels. The domestic steel price has fallen by €36/t or 7pc since 1 April, and by €48.75/t or 9.4pc since 1 January.

Europe's steel imports have risen to record levels despite safeguard measures adopted by the EU. HRC imports are up by 37pc from 2017 on an annualised basis.

ArcelorMittal has pushed for stronger safeguards against imports that do not have the same carbon costs as European producers.

Only steel produced in Europe is subject to a carbon levy under the EU's Emissions Trading System. The price of carbon has risen above €25/t, so EU steelmakers face average carbon costs of more than €30/t of steel produced, based on an average 1.2t of CO2 per tonne of steel produced.
