Canada ratifies USMCA, implementation next

Canada today ratified the US-Mexico-Canada agreement, paving the way for the long awaited trade accord aimed at replacing Nafta to be implemented.

The Canadians made the move in a rush to pass the legislation before its Parliament closed for five weeks in an effort to control the spread of the coronavirus.

The Institute of Scrap Recycling Industries (ISRI) commended the Canadians for ratifying the deal, and said the latest expected date of implementation is 1 January 2021.

The US imported nearly 7.48mn metric tons (t) of iron and steel products from Canada in 2019, down by 12pc compared to 2018. Imports from Mexico totaled 3.48mn t in 2019, up by 5.2pc compared to the prior year.

US imported scrap volumes are dominated by trade with North American partners. In 2019, Canada and Mexico accounted for 85pc of US nonferrous and ferrous scrap imports.

Combined imports of ferrous and nonferrous scrap volumes from Canada surpassed 3mn t every year since 2010, peaking in 2018 when the US purchased just over 4mn t of scrap from the country.

Mexican shipments to the US have increased in the last three years, with ferrous and nonferrous imports averaging around 750,000t each year since the start of 2017. This compares to an average of 427,000t between 2014 and 2016.
