Total mulls future of Grandpuits refinery

Total is considering the future of its 93,000 b/d Grandpuits refinery, because of long-standing problems with the pipeline that provides around 90pc of its crude feedstock.

Chief executive Patrick Pouyanne has contacted members of Total's downstream unit and labour unions regarding the refinery's future, which the firm is tying to the integrity of the Pipeline d'Ile-de-France (Plif) that connects the plant with the Atlantic port of Le Havre.

Plif has had to run at reduced pressure since a leak of around 900m³ of oil and water in 2019. Another leak shut the refinery in June 2014. The reduced flow rate through the Plif means that Grandpuits is only able to run at a maximum of around 70pc of its capacity, or 65,000 b/d. Even at maximum throughput it is the smallest refinery in France.

Total is carrying out an audit of the 52 year-old pipeline and is assessing the cost of replacing the entire 260km conduit. It has said that it will not continue to run Grandpuits if persistent problems with the Plif cannot be solved.

Grandpuits was shut earlier this year for maintenance works, and Total left the plant offline when that was complete because of weak demand arising from measures to tackle the Covid-19 pandemic. The refinery is slated to restart on 5 June.
