Brazil flirts with diesel tax cut to appease truckers

Brazil's president Jair Bolsonaro is considering a diesel tax cut as a way to keep independent truck drivers from launching a nationwide strike on 1 February.

Bolsonaro said today that a reduction in the PIS/Cofins federal tax could reduce the impact of a recent diesel price increase from state-controlled Petrobras. The federal tax on diesel is currently around R0.33/l, Boslonaro said.

"We recognize the value of truck drivers for Brazil's economy. We call on them not to go on strike, we will all lose. All without exception. Now, the solution is not easy. We are looking for a way to not have this adjustment," Bolsonaro told reporters in Brasilia today.

During his presidential campaign, the far-right leader had championed the truckers during a crippling May 2018 strike against Petrobras' market-based pricing policy. Truckers who supported him then are now asking him to come to their aid again.

Bolsonaro was careful to assert that he is not interfering in Petrobras' pricing decisions. Importers have recently accused the company of abandoning import price parity in an effort to head off the strike. The company denies the claims and today increased domestic diesel prices by around R0.09/l.

Petrobras has long claimed that state and federal fuel taxes are to blame for pump price increases, around a third of which reflects wholesale costs.
