Japan expands Covid semi-emergency as infections soar

Japan is to place Tokyo and 12 other prefectures under its Covid-19 semi-state of emergency, as variant infections expand rapidly across the nation. This will take to 16 prefectures placed under the control measures.

The Japanese government is expected to finalise a decision later today to impose the semi-emergency in Tokyo, Saitama, Chiba, Kanagawa, Gunma, Niigata, Gifu, Aichi, Mie, Kagawa, Nagasaki, Kumamoto and Miyazaki, in addition to the three prefectures where such measures are already in place. The restrictions for the new prefectures are likely to be enforced during 21 January-13 February.

The government is aiming to contain Covid-19 infections using semi-emergency measures to ensure adequate medical care. Each prefectural government is allowed to shorten opening hours at restaurants and bars and to suspend serving alcohol, as well as limit the number of spectators at any events.

Japan's daily new cases hit a record high of 32,097 on 18 January, with Osaka recording the most at 5,396, according to the health ministry. The governor of Osaka is also planning to discuss today with counterparts in neighbouring Kyoto and Hyogo whether to seek the semi-emergency curbs.

The semi-emergency will hit the country's commercial and transportation sectors, which may limit energy use such as electricity and motor fuels. Final energy consumption in the commercial and passenger transportation sectors accounted for 16.6pc and 12.6pc of the country's total 1.96bn of oil equivalent in the April 2020-March 2021 fiscal year.
