Indian refiner HPCL eyes net zero Scope 1, 2 emissions

Indian state-controlled refiner HPCL wants to achieve net zero Scope 1 and 2 emissions by 2040, and plans to have a green hydrogen production capacity of 24,000 t/yr in the coming years.

The company is in the process of developing a roadmap to achieve net zero Scope 1 and 2 carbon emissions by 2040, details of which will be released this year, chairman MK Surana said. He said HPCL has ordered an electrolyser-based green hydrogen plant of 370 t/yr capacity for its 166,000 b/d Visakhapatnam (Vizag) refinery, which it expects to commission by end of this year.

HPCL's ambition to set a net zero target follows fellow state-run refiner BPCL and private-sector RIL, which target 2040 and 2035 respectively. BPCL and RIL's targets also cover only Scope 1 and 2 emissions, which cover greenhouse gases from direct operations and energy consumption respectively.

India is looking to reduce the carbon intensity of its economy by 45pc, to reduce projected carbon emissions by 1bn t by 2030 and to achieve a net zero target by 2070. In relation to that state-refiners target installation of 22,000 electric vehicle (EV) charging stations in the coming years.

"EV [electric vehicle] charging facility has been provided at 655 outlets as of December 2021 and we plan to extend it to 5,000 retail outlets in next 3-4 years," Surana said.

He said capacity expansion work at Vizag refinery is on course for completion by March 2022, and the refinery is now operating at 110pc. HPCL's Mumbai refinery was operating at 100pc of its enhanced capacity of 190,000 b/d.

Surana said the company is working to diversify its crude basket with new options such as Azerbaijani crude, but the Middle East continues to be a prominent supplier for high- and middle-sulphur grades.

HPCL's gross refining margin for the October-December quarter was $6.39/bl, and was $4.50/bl for the April-December period.
