German nuclear policy overhaul 'unsuitable' to crisis

Extending the lifespan of Germany's remaining nuclear reactors in the event of a supply cut of Russian fossil fuel deliveries would not be a suitable solution to ensure energy supply security, Germany's energy and climate protection minister Robert Habeck has said, while he added that the ministry did not rule out the possibility of keeping the plants on line for longer.

Concerns over German energy supply security have intensified over the past couple of days as the EU and its partners imposed additional sanctions on Russia at the weekend, which could affect energy flows between the two countries.

But extending the lifespan of the country's three remaining nuclear reactors is deemed to be an unsuitable option, according to Habeck, who added that the ministry had already examined the possibility. The continued operation of the nuclear power stations would not be helpful during the 2022-23 winter, he added.

While the ministry is not entirely ruling out the possible extension of the reactor's lifespans, Habeck emphasised that the reactors could only be operated "under the highest security precautions" as their decommissioning was already under way. In addition, fuel supplies for the reactors were only secured until year end, when the units are set to close according to the nuclear phaseout law.

Eon subsidiary PreussenElektra — operator of the 1.4GW Isar 2 nuclear reactor — confirmed to Argus that there was no available nuclear fuel supply for the plants, required for the continued operation of the Isar 2 and the already closed Brokdorf and Grohnde power plants beyond its scheduled decommissioning date. "And even the personnel that we would need to operate our systems will no longer be available in sufficient numbers for high-performance operation after the shutdown," a spokesperson for the operator told Argus.

Habeck has furthermore stressed that the ministry is also not ruling out the possible extension of the operating times of coal-fired units, which were targeted to be closed by 2030, while adding that coal was "no real alternative" to gas supply.

He reiterated that the real aim was to phase out all fossil fuels from the country's energy mix as quickly as possible and to ramp up the development of hydrogen and renewables, as "energy sovereignty has also become a matter of national security".
