BP Whiting refinery fire prompts waivers: Update

The US Environmental Protection Agency (EPA) and Federal Motor Carrier Safety Administration (FMCSA) have issued fuel and hours of service (HOS) waivers for Illinois, Indiana, Michigan, and Wisconsin after an electrical fire affected multiple process units last week at BP's 410,000 b/d refinery in Whiting, Indiana.

The EPA fuel waiver allows for production, sale, and distribution of gasoline with a maximum Reid vapor pressure of 11.5 lbs psi in the four states through 15 September to allow for an adequate supply of gasoline in the region.

Fuel marketers in the summer months are typically barred from fuels exceeding a maximum RVP of 7.8, but EPA does issue waivers when "extreme and unusual" supply interruptions such as hurricanes cut consumers' access to fuel.

The FMCSA HOS waiver for truck deliveries of gasoline, diesel and jet fuel in the four states is in effect until 11 September.

BP said today crews were making significant progress towards a phased restart of the refinery, with the fire limited to a single electrical system which led to a loss of utilities in other parts of the refinery.
